July 12, 2012 - Annexation of the Lands of Valley Memorial Park to Novato Sanitary District (File #1309)This proposal requests annexation of the 41.1acre site of the Valley Memorial Park in northern Novato to the Novato Sanitary District. The project site is currently in use as a cemetery with related chapel, crematory, mausoleum and office uses. The purpose of the proposal is to obtain sewer service to allow for expansion of office and other facilities as approved by the City of Novato. The area is located on Bugeia Lane northeast of its intersection with Atherton Avenue and is entirely within the boundaries of the City of Novato. The proposal area is shown in red on the map below. The Novato City Council has approved expansion of site facilities under a precise development plan and has adopted a mitigated declaration of environmental impact for the project. Staff recommends approval.

After World War II, California experienced dramatic growth in population and economic development. With this boom came a demand for housing, jobs, and public services. To accommodate this demand, the state approved the formation of many new local government agencies, often with little forethought as to the ultimate governance structures in a given region. The lack of coordination and adequate planning led to a multitude of overlapping, inefficient jurisdictional and service boundaries, and the premature conversion/loss of California’s agricultural and open-space lands.
