This proposal requests annexation of the 41.1acre site of the Valley Memorial Park in northern Novato to the Novato Sanitary District. The project site is currently in use as a cemetery with related chapel, crematory, mausoleum and office uses. The purpose of the proposal is to obtain sewer service to allow for expansion of office and other facilities as approved by the City of Novato. The area is located on Bugeia Lane northeast of its intersection with Atherton Avenue and is entirely within the boundaries of the City of Novato. The proposal area is shown in red on the map below. The Novato City Council has approved expansion of site facilities under a precise development plan and has adopted a mitigated declaration of environmental impact for the project. Staff recommends approval.

Countywide Municipal Service Review on Public Water Services: Draft Report and Determinations
NOTICE IS HEREBY GIVEN that Marin LAFCO will open a public hearing on Thursday, August 13, 2015, 2015, in the Council Chambers at the San Rafael City Hall, 1400 Fifth Avenue, San Rafael, CA, at 7:00 pm to review and provide direction - including possible authorization to proceed with a formal public review and comment period - on a draft report and its related determinations prepared as part of the agency's Countywide Municipal Service Review on Public Water Services. The draft report focuses on assessing the capacity and performance of all six public potable water service systems in Marin County relative to current and projected community needs. The report is intended to serve as the source document in information future action of Marin LAFCO to update spheres of influence, approve boundary changes, and/or order reorganizations. Public agencies subject to the report are Bolinas Community Public Utility District, Inverness Public Utility District, Marin Municipal Water District, Muir Beach Community Services District, North Marin Water District, and Stinson Beach County Water District.
