  • Protecting Against Urban Sprawl

    Urban sprawl can best be described as irregular and disorganized growth occurring without apparent design or plan. This pattern of development is characterized by the inefficient delivery of urban services (police, fire, water, and sanitation) and the unnecessary loss of agricultural resources and open space lands.
  • Local Organization

    LAFCO must consider the effect that any proposal will produce on existing agricultural lands. By guiding development toward vacant urban land and away from agricultural preserves, LAFCO assists with the preservation of our valuable agricultural resources.
  • Community Coordination

    Marin LAFCO (Local Agency Formation Commission) is responsible for reviewing proposals for the formation of new local governmental agencies and for changes in the organization of existing agencies.
  • Preparing Studies

    Marin LAFCO is responsible for regularly preparing studies to independently assess the relationship between service demands and community needs.

July 12, 2012 - Annexation of the Lands of Valley Memorial Park to Novato Sanitary District (File #1309)

This proposal requests annexation of the 41.1acre site of the Valley Memorial Park in northern Novato to the Novato Sanitary District. The project site is currently in use as a cemetery with related chapel, crematory, mausoleum and office uses. The purpose of the proposal is to obtain sewer service to allow for expansion of office and other facilities as approved by the City of Novato. The area is located on Bugeia Lane northeast of its intersection with Atherton Avenue and is entirely within the boundaries of the City of Novato. The proposal area is shown in red on the map below. The Novato City Council has approved expansion of site facilities under a precise development plan and has adopted a mitigated declaration of environmental impact for the project. Staff recommends approval.

The Marin LAFCO Commission is currently accepting ballots from the Marin County independent special districts to elect or re-appoint a regular special district member and an alternate special district member.  Ballots are due to the LAFCO office no later than 5:00pm on April 18, 2015.  Ballots may be submitted either by email to This email address is being protected from spambots. On February 12, 2015 the Marin LAFCO Commission announced that applications are being accepted for the appointment of the regular public member seat.  The appointee's term would begin May 2015 and extend to  May 2019.  Applications will be accepted until 5:00pm on Friday, March 13, 2015.  Click here for an application or contact the Marin LAFCO office by email to This email address is being protected from spambots. On December 12, 2014 the Marin LAFCO Commission began the process to elect or re-apoint a regular special district member and an alternate special district member.  A Call for Nominations went out to the 30 independent special districts to nominate a board member to serve on the LAFCO Commission for the term May 2015 - May 2019.  Nominations will be accepted until 5:00PM on February 12, 2015. 

On October 9, 2014 the Marin LAFCO Commission approved a new application fee schedule that took effect December 9, 2014.
