Candice Bozzard joined the Commission in June 2003 as Clerical Assistant and promoted to Commission Clerk in July 2004. Candice’s primary duties include accounts and office management as well as administrative functions in support of the Executive Officer.

Jeffry Blanchfield

Jeffry Blanchfield is the public member of the Marin Local Agency Formation Commission. Jeff is a long-time resident of Mill Valley where he has been involved in community affairs. His professional life has been devoted to urban, regional and environmental planning in Oregon and California focusing on collaborative planning processes with cities, counties, special districts and regional, state and federal agencies that address and resolve mutual issues of land and water use and economic and natural resource development, conservation and protection.

Keene Simonds

Executive Officer
Keene Simonds joined the Commission in September 2013 as Executive Officer and is responsible for overseeing the agency’s day-to-day operations in meeting its legislative prescribed growth management duties in Marin County. This includes managing and making related recommendations with respect to the Commission’s regulatory and planning responsibilities for over 65 local governmental agencies divided between 11 cities/towns and 54 special districts.

Rachel Jones

Administrative Analyst
Rachel Jones joined the Commission in October 2015 as an Administrative Analyst. Rachel’s primary duties include serving as project manager for the Commission’s municipal service review program – detailed policy studies on the availability, performance, and need for local government services relative to community needs – as well as processing boundary change proposals.

Carla Condon

Carla Condon has been serving on the Corte Madera Town Council since 2001. Carla is currently Vice Chair of the Local Agencies Formation Commission (LAFCO), a member of the League of California Cities Housing, Community and Economic Development Policy Committee and the Age-Friendly Corte Madera Task Force, in addition to the various committees on which she serves as a Councilmember. Carla was born and raised in the East Bay, received a B.A. Degree and completed graduate studies at the University of California, Berkeley.

Matt Brown

Matt is a lifelong resident and graduate of Sir Francis Drake High School. He holds a BS in Finance from San Diego State University and is the owner of Meridian Commercial Real Estate, a local commercial real estate brockerage firm founded in San Anselmo. Matt previously chaired the Financial Advisory Committe for the Town of San Anselmo and was subsequently elected to Town Council in 2015.

Damon Connolly

Damon Connolly was sworn in January 6, 2015 as the District 1 Supervisor, representing San Rafael and its unincorporated neighborhoods. Damon was a member of the Marin Clean Energy Board of Directors, serving since the agency’s inception in December 2008, and chaired the board from June 2011 to November 2014. Before opening his own law practice in San Rafael, Damon was a Supervising Deputy California Attorney General, prosecuting the energy companies that gouged our state during the energy crisis of 2000-2001. Damon brings the skills and experience he gained while on the City Council and the Dixie School District Board, to strengthening the relationships between the County, our city and schools on behalf of the residents and neighborhoods we serve.

Judy Arnold

Judy Arnold is the County Board of Supervisor for District 5. Judy served on the Novato City Council from 2003 to 2006 and Board of Directors for the Marconi Conference Center. She is currently the member of Transportation Sales Tax Expenditure Plan Development Community Advisory Committee, Co-Vice President of the Marin National Women’s Political Caucus and Program Vice President and Local Action Chair of the Marin County League of Women Voters, as well as serving on many other organizations. She worked as Marin County’s First Supervisorial Aide to former Supervisor Gary Giacomini and later held positions as Director of Communication and Fund Development for Goodwill Industries of the Redwood Empire, Director Coordinator for President pro Tempore John Burton and District Chief of Staff for Carole Migden at the California State Senate.

Craig Murray

Craig Murray works as a Development Project Manager in the Engineering Department for the City of Richmond. He was appointed to the Las Gallinas Valley Sanitary District Board in 2007 and was re-elected in 2015. He grew up in Marin County, attending the College of Marin. He obtained an undergraduate degree from UC Berkeley and a Masters in Public Policy and Administration from California State University Long Beach. He also served as past Secretary for Terra Linda Homeowners Association as well as Cubmaster and Scoutmaster for Boy Scouts of America chartered by San Rafael Elks. Murray participated on the Parks and Recreation Commission and holds a Senior Right of Way Agent (SR/WA) designation with the International Right of Way Association.

Director Jack Baker is a Registered Professional Engineer with over 40 years of experience in the design and construction of public facilities including utilities. He has served on the North Marin Water District Board since 1983.

Chris Burdick

Chris Burdick is now a self-employed arbitrator, mediator and self-claimed factfinder. His prior duties included working as an Associate and Partner for Carroll, Burdick and McDonough Law firm in San Francisco. Chris served on numerous panels such as the American Arbitration Association, the California State Mediation and Conciliation Service, and the San Francisco Civil Service Commission. He also found time to act as visiting lecturer in Labor Law at Stanford University Law School from 1993 to 1994 as well as visiting professor at San Francisco State University. Chris obtained an undergraduate degree from Stanford University in Classics, followed by a second undergraduate degree in law.

Mr. Kious is a lifelong Bay Area resident, growing-up in San Francisco. He has lived in the North Bay since 1990 and in Mill Valley since 1993. He has served on the Almonte Sanitary District Board of Directors since 2008, and the Sewerage Agency of Southern Marin (SASM) Board of Commissioners since 2009. He was first elected President of the SASM Board of Commissioners in 2011 and still serves as President of that Board. He was elected to the Marin LAFCO in 2015.

Sashi McEntee was appointed to her current four-year term as city alternate member on the Commission in May 2016. Sashi is an elected member of the City of Mill Valley Council and as such also serves on Marin Clean Energy (MCE), Marin Telecommunications Agency (MTA), Association of Bay Area Governments (ABAG), Sewerage Agency of Southern Marin (SASM), Transportation Authority of Marin (TAM), League of California Cities North Bay Division, and the Southern Marin Watershed Management Group.
