Joint Powers Agency

(Section 6500 et seq. State Government Code)

If authorized by their governing bodies, two or more public agencies may jointly exercise any power common to both through a joint powers agreement or contract. The agreement may set up a governing board composed of representatives of the contracting agencies. The inter-agency contract or agreement defines the governance and functions of the joint powers agency.

Authority Board

The Town of Corte Madera, Town of San Anselmo, and City of Larkspur, through two selected members from each council, form the Central Marin Police Authority Council.  Each category of membership has an alternate member.
Overall management of the Central Marin Police Authority is the function of the Management Committee comprised of the City and Town managers.  Operation of the Central Marin Police Authority is assigned to the Chief of Police.

The District is governed by a six-member Board of Commissioners. The individual districts appoint the Commssioners and determine the length of their term. Positions within the Board are rotated annually in July.

Services: Collection, treatment and disposal of wastewater and biosolids.

Authority Board

The Authority is governed by the Governing Board, which excercises all powers and authorty and consists of one member of the governing body or chief administrative officer, or designee of the Members. The purpose of the Authority is to plan, finance, implement, manage, own, and operate a multijurisdictional and countywide public safety, public service, and emergency radio system. 
 
Overall management of the Marin Emergency Radio Authority is the function of the Executive Committee comprised of nine voting members from the County of Marin, City of San Rafael, City of Novato, Fire Services, Police Departments, the Ross Valley agencies, Southern Marin cities and towns, the County Sheriff, and special districts.
