County Water Districts

A county water district may furnish water, provide sewer services, operate recreational facilities, provide for waste collection and disposal, operate fire protection facilities and reclaim land. It may establish various improvement districts to finance acquisition or construction of facilities.

A district may include both incorporated and unincorporated territory. The governing board consists of a five member elected board of directors.

Municipal Water Districts

A municipal water district may provide water, sanitation, recreation, fire protection, and emergency medical services. The governing body is composed of five members representing divisions of the district. A greater number of board members may be approved by LAFCO during consolidation or reorganization of two or more districts.

The boundaries of municipal water districts may include contiguous or non-contiguous territory, incorporated or unincorporated territory and land located in one or more counties or cities.

Areas Served: The District provides water service to the greater Novato area (76 square miles), and the West Marin Point Reyes area (23 square miles including Point Reyes Station, Inverness Park, Bear Valley, Olema and Paradise Ranch Estates area). Sewer service is provided by the District in the Oceana Marin development adjacent to Dillon Beach (1 square mile).
Budget: Fiscal Year 2013-14: $26,803,000.
Services: Domestic water service including treatment plant and system maintenance in Novato and Point Reyes area; sewage collection, treatment plant and system maintenance in Oceana Marin.
